Who regulates property agents?

In Malaysia, property agents are regulated by the Board of Valuers, Appraisers, Estate Agents and Property Managers (BOVAEA). 
 
Regulatory Bodies –
  • BOVAEA (or LPPEH) is the primary regulatory body, operating under the purview of the Ministry of Finance, Malaysia. Its key functions include:
    • Regulating the practice and conduct of valuers, appraisers, estate agents (REAs), and property managers.
    • Registering agents and firms, maintaining official registers, and issuing licenses.
    • Conducting disciplinary hearings and establishing a scale of fees to prevent fraud and maintain professional standards.
  • The Malaysian Institute of Estate Agents (MIEA) represents the interests of registered agents and helps enforce BOVAEA’s guidelines. MIEA focuses on professional development, education, and upholding ethical standards within the industry. 
 
Types of Property Professionals
The property industry in Malaysia has two main professional designations, both overseen by the BOVAEA: 
  • Real Estate Agent (REA): A fully qualified and registered professional who has completed comprehensive training, examinations, and practical experience. An REA can own and operate their own real estate agency firm and hire up to 50 Real Estate Negotiators (RENs). They carry a blue identification tag.
  • Real Estate Negotiator (REN): An assistant to a licensed REA. RENs must complete a mandatory two-day Negotiator’s Certification Course (NCC) and obtain an official red identification tag from BOVAEA, but cannot work independently or manage their own agency.
